Svetlakov was sent to the Uninsky district, who, at the organizational session of the district council of workers, was unanimously elected chairman of the district executive committee.

Kunilov, Mikhail Egorovich was developed by the main strategic directions for the development of the newly educated Uninsky district. These were two strong leaders complementing each other. They worked very amicably, without resentment and all kinds of offenses expressed their disagreement on one or another issues.
But the main thing is that each of them was not afraid to take responsibility for the mistakes, shortcomings and misses in work, everyone relied in everything on people of labor and asset. All this gave its positive results. People believed in the leadership of the district and fully supported him. Labor groups, feeling attention, support and help, as if woke up from hibernation and earned more actively.
Already according to the results of work in the first year of its existence, the Uninsky district was listed on the regional board of honor. Considering that agriculture was led by an experienced and strong chief of the district sector, A. Filimonov, Mikhail Egorovich concentrated his main attention on the construction, development and strengthening of the socio-cultural sphere, construction and repair of roads.
He was engaged in the selection and arrangement of personnel in these responsible areas of work, provided them with attention and constant assistance. New enterprises were formed, collective farms were strengthened, a large number of equipment were received in the newly created area. The effectiveness of its use largely depended on the state of roads. And on the newly created road department at the suggestion of M.

The roads in those years in the area were one of the best in the region. Thanks to the constant attention and efforts of M. Svetlakov, the base of social cultural institutions was quickly updated and strengthened.

In good words, M. Svetlakova recalls, who worked with him as the head of the general department of the district executive committee, T.Vorozhtsova: - Working with Mikhail Egorovich was good. He was a smart leader, knew his job and always provided the necessary assistance. He firmly demanded from his subordinates to fulfill the assigned duties. In a word, a good leader was good.

Svetlakovo: - Most of all, I appreciated in Mikhail Egorovich his loyalty to the Uninsky district, a sense of friendship and partnership. Having invested a lot of effort and energy in the formation and development of our region, he considered him his second homeland and almost until the end of his days he was always interested in the state of affairs in the area, asked about people, about his comrades with whom he worked together.

The author of these lines happened to live in the neighborhood with M. Svetlakov, to meet him in the working and non -working atmosphere, to know him firsthand. And it would be unfair to make a sort of icon out of this person, the head of the district scale. He was a strong person with all the positive character traits and certain shortcomings. He knew how to work hard and well, knew how to rest.
He loved nature, was a good amateur hunter and soul of any company. He knew many jokes. And his infectious laugh caused a smile even among gloomy people. People treated him differently, but I did not hear about him and unkind reviews about him. And he left a good memory of himself in the hearts of those who knew him.
