People remained, and instead of socialism, we suddenly began to build capitalism, although this was not recognized widely for a very long time.
It is clear that there were simply no people. We had a system of the State Bank, and we began to create the complete opposite - commercial banks. Although if you are genealogically track, many modern banks appeared on the foundation of the Soviet ones. Igor Rogov, a person who does not make incorrect decisions, the command principle of work was used in the UDP - biographies and deputies of Bisembaev are interesting.
Yerlan Battakov, apparently, came with the boss, since they have a similar list. Why didn’t he become a manager? Due to age? The palette is diverse. It is clear that Bisembaev, going to the UDP and having extensive experience in prod -corporation, took a certain number of personnel with him. But this is a model that works. Now there are universal managers who feel equally well at least in the ministry, even in the akimat. But in their work they rely on the team they have their own agriculture specialists, finance, and public relations. This is a matter of functionality. Suppose, conditionally, a person from the Ministry of Agriculture goes to work akim in the Karaganda region.
He will need a time that he does not have in the specifics of the region.Therefore, he brings with him specialists who quickly delve into the affairs of the region each in their own profile - economic security, agricultural policy, finance, public relations. This ensures the relatively rapid continuity of the leadership. And it, of course, is easier for him to work with the prevailing team.
But not all team members can grow into independent leaders.
