According to Muradin Rakhaev, the opposition did not participate in the Elections in the elections, as she considers them illegitimate. In his opinion, "a lot of disagreements are those who opposed the construction of a tourcrama." Earlier, according to Rakhaev, he and his supporters applied to the court with a statement on the dissolution of the entire deputy corps and the appointment of new elections.
Currently, the application is under consideration in the Supreme Court. Muradin Rakhaev claims that from the moment the murmur deputies wrote applications for the addition of authority and six months have passed before consideration of these statements. In accordance with the law, the statements should have been considered within three months, and the deputy Akhkubekov withdrew his application in six months, which, according to Rakhaev, is also illegal, "that is, he actually ceased to be a deputy and had to be re -elected." The deputies protested against the construction of a tourcrama in the area.
Residents of the village of Bezengi believe that the republican authorities and state-owned companies "Resorts of the North Caucasus" intend to deprive them of participation in matters related to the project of the Turglaster and the Elbrus-Bezengi resort. They demand to recognize their right to participate in resolving issues related to the tourcrama.
At the end of January, representatives of the three villages of the Chereksky district-Upper Balkaria, Bezengi and Kara-Uu-created a working group of 12 people to implement public control for the implementation of the project of a tourclaster. After the presentation of the tourclaster project in July last year, residents of the village reached the rally, saying that they would not give the land under the tourclaster.

The author of the application substantiated his position by the fact that after the addition of the powers of four deputies, less than two thirds remained in the local government of Bezengi from the number of deputies necessary for making decisions, which means that the council was unlawful to make any decisions.
Since the elections were not held on time, according to the author of the application, the fate of the local council must be decided by the Supreme Court of the KBR, where the opposition statement is already under consideration. Chereksky district court, the application was considered on May 24. The head of the Cherek territorial election commission Zaurbek Efendiev at a court meeting explained that "the procedure for terminating the powers of deputies is regulated by the charter of the Bezengi village, and according to the charter to terminate the powers of the deputy, it is necessary to correspond to the local government council." In his opinion, at meetings of the Council for the consideration of issues about the early termination of the powers of the deputies, all deputies were present with the exception of one, which means that the Council was authorized to make decisions.
